Together, our IT Generic Behavioural Competency Based Platform (specifically designed for IT Generic Positions in the GoC) and our Behavioural Competency-Based Coaching Service (with a former Government of Canada Senior IT Executive or CIO) are helping prospective and current Government of Canada IT professionals meet their career objectives.​

John Walsh

John is a former IM/IT Executive, completing his 30+ year Government of Canada career with Indigenous Service Canada (ISC) / Crown Indigenous Relations and Northern Affairs Canada (CIRNAC). John has extensive experience in senior leadership roles spanning most IT Generic Work Streams, most recently as a Senior Director responsible for Project and Portfolio Management, IM/IT Governance, IM/IT Planning and Reporting, Project Management Office, Enterprise Architecture, Client Relationship Management, Cyber Security and Business Continuity Management. John created eNavigate Consulting out of an appreciation for the importance of Behavioural / Leadership competency development, often overlooked as a learning and development priority but so absolutely critical to the success of Government of Canada IT professionals, leaders, teams and organizations.

Lucie Loignon

Ms. Loignon possesses over 30 years of diverse experience in both private and public sectors, holding various information technology roles and contributing expertise across multiple departments. During her tenure, she served 15 years at the executive level within the Government of Canada (GoC), notably as Chief Information Officer and Designated Official for Cyber Security at Environment and Climate Change Canada (ECCC) and Immigration and Refugee Board Canada. She facilitated program and service delivery through digital transformation, IMIT operations, and staff development, overseeing Enterprise Project Management Offices at Canada Border Service Agency and ECCC. Ms. Loignon prioritizes people as per her coaching of numerous individuals over the years and her collaboration with eNavigate. She holds an MBA from Université Laval and a bachelor’s in engineering from Université du Québec in Trois-Rivières. Certified as a Project Management Professional, she currently operates as an independent consultant specializing in digital transformation, people development, governance, and project portfolio oversight, among other areas.

Gregg Stepto

Gregg is a seasoned professional with a strong foundation in the field of Information Management and Information Technology (IM/IT). He earned his Bachelor of Commerce degree from McGill University and a Master of Business Administration at the University of Ottawa. Gregg has 38 years of experience in the IM/IT profession, with the Hudson’s Bay Company, the Canada Revenue Agency, and Indigenous Services Canada.

Gregg has transitioned into retirement, bringing his extensive knowledge and expertise to a new role as a part-time professor at Algonquin College in Ottawa, sharing his practical insights and real-world experiences with students. Gregg Stepto's wealth of experience in the government sector makes him an asset in navigating the complexities of Information Management and Information Technology.

Paul Cooke

Paul completed his career at NRC after 30 years where he held various senior IT leadership positions, finishing as the Deputy CIO.  In his past 38 years working, he has worked collaboratively to deliver solutions to respond to ever evolving business. His experience during this time spans from IT Architecture, Project Management to DevOps and Cyber Defense.  He is currently an independent consultant working in the private and public sector developing and delivering modern digital strategies.

Michel Lessard

Mr. Lessard completed his engineering degree in 1982 at “École Polytechnique de Montréal” as well as his master’s degree in applied sciences in 1985. In 1990, Mr. Lessard was selected to follow an intensive program at the University of Toronto in Network Engineering. In 2004, he completed the Executive MBA Program at Concordia University. Mr. Lessard has been a member of the “Ordre des Ingénieurs du Québec” since 1982. Mr. Lessard has worked for over 36 years in the information and telecommunication technology field. He started his career with Bell Canada in 1984, moved to Stentor in 1993 and to Bell Canada International in 1999 for a 2.5-year assignment in Seoul, South Korea, as Vice-President of Engineering and Operations and the Chief Technology Officer. Returning to Canada in 2002, he became the General Manager of Product Management at Bell Canada, in charge of business voice services. In 2004, Mr. Lessard left Bell to assume the role of Director of Operations for Amdocs Canada, an Israeli company operating in outsourcing the billing platform for Bell Canada. In 2005, Mr. Lessard started to work for a federal government agency, the National Research Council of Canada - Industrial Research Assistance Program (NRC – IRAP) as an industrial technology advisor. In January 2007, Mr. Lessard was appointed as the Director General Information Management Technology within the Information Management Group at the Department of National Defence (DND). He directed IT technology procurement in excess of $160M per year during his time at DND. In February 2011, he moved to Natural Resources Canada (NRCan) to work as Director General and Chief Information Officer. Later, he was promoted to Assistant Deputy Minister and CIO for the department of Agriculture and Agri-Food Canada (AAFC), as well as Vice-President Information Systems for the Canadian Food Inspection Agency (CFIA), where he held the two positions for four years. In 2020, after seven years at AAFC, he took a pre-retirement position at Shared Services Canada as strategic advisor for the Chief Technology Officer. Mr. Lessard retired from the federal government in April 2021. Michel is a father of two children and a grandfather with four grandsons. He has been married to Michelle for over 39 years. His hobbies include being an avid marathon runner, cycling, doing house renovations, and reading sci-fi.
